Odd loco on M5

What was that thing on the M5 heading northbound at 7:45 this morning?
It had Balfour beatty on the side and the number DR73263.
it was big and yellow!!

It's a "Plasser & Theurer 07-16 Universal Tamper / Liner"...not sure what it was doing on the M5 though!
