Old rails everywhere

Something I can't help but notice, both from travelling by train and from this site, is the amount of old rail left either at the side of the track, or along the sleepers in between the running rails.

Is this safe? It seems pretty dangerous to me...

Erm, it's pretty heavy stuff! Kids tend to use signs, stones or the odd unbound sleeper. I don't think they'd manage a length of rail!
