I've set up a forum for those interested in preserving a Southern Region Class 423 4-VEP Slam-door EMU...currently there are no plans for preservation of any members of this once 194-strong class that has served the south east well since 1967. Other EMU classes already have several preserved examples, but the VEPs have been overlooked...probably because there are/were so many of them that the others seemed more "rare" and worthy of saving!
The 4-VEP 4-RUM can be found at:

p.s. it is on topic...after all they're being sent to Caerwent!

Good luck!
I reckon you'll need to get a railway interested in having one of these before you start raising cash though.
You also need to be careful about taking people's money without setting up a proper bank account/trustee fund/charity status etc. You don't want to stick even one penny in your own bank account in case the deal falls through.

I should have added that I 'know' (ie. chat on email lists) a couple of the founder members of the Class 37 Loco Group who have just started up a new group dedicated to restoring the RS3 at Peterborough. If you want advice on how to handle the money situation I can ask them if it's alright for you to contact them? I know they set up a charitable trust before they even started to ask for members, what I don't know is -how- they set up a charitable trust!

Arrange an appointment with the Registration Department at the Taunton office of the Charity Commissioners and they will go through the process with you at no cost.
DON'T contact a solicitor - they will simply contact the CC and charge you a small fortune.
