Sparks fly in Royal Mail building

As I went past the old Parcel Force building at Temple Meads at about 10.40am today, there were lots of orange sparks flying out from underneath, in the open ground floor (loading bays?). They looked like the ones you see from a cutting torch or angle grinder. What was going on?
