bristol to bath railway

I heard a rumour this afternoon from some body at work that a commuter rail link was being considered between Bath Newbridge and Bristol ( something to do with avon valley railway ). He heard it on Radio Bristol but due to noisy environment he only heard bits of story.
Any one know anything or heard anything.
