Well, with my ultra-fussy hat on it's not really a postcode lottery because it depends on which company you're travelling with and not where you live!

Having said that, the DfT is taking steps to address this issue by standardizing a compensation scheme (called "Delay, repay") and making it part of future franchise specifications. A delay of 30 - 59 minutes will get you a 50% refund for the affected journey leg (so 50% of the cost of a single ticket, 25% of the cost of a return), a delay of 60 - 119 minutes gets you a full refund for the affected journey leg and a delay of 120+ minutes gets you a complete refund for both legs of the journey where you hold a return ticket. This already applies with certain franchises e.g. NXEC (and I assume LM, EMT and the other more recent franchises).

It's worth remembering too that most train companies give more generous compensation packages than the minimum specified in the conditions of carriage, which is only a 20% refund for the affected journey leg.
