Sounds like someone in the planning department got bored and wondered what else they could get demolished and "modernised"...

Like Network Rail said, it's perfectly safe but just needs some superficial cosmetic work...a sand down and a new coat of paint. It would look better with a roof as well but that would probably just provide a new canvas for graffitti :roll:

And the fact that the bridge is covered in graffitti is hardly the fault of the structure or Network Rail.

I'd say it's the fault of the council for not doing more to discourage/punish the people involved in this sort of activity.
