Correct me if I am wrong but surely the majority of the plans announced this week are old news. The only detail which I don't recall seeing before as a specific is the intention to flood-proof certain high risk locations. Electrification of the GW main line and Welsh valleys was announced ages ago as was the intention to remove Bristol Panel Box and incorporate it into a new signalling centre in the Didcot area.

Announced in September 2009 by Gordon Brown in fact, so 3 years 3 months ago. As then Editor of the FOSBR newsletter, yours truly had this to say about it at the time:
